We are switching over to all new energy efficient bulbs in our home, and I wondered if I also need to buy plant lights, or if the new bulbs would serve this purpose?

All tubular fluorescent lamps are not equal. So-called “plant lights’ are made with phosphors that generate the wavelengths of light that enhance plant growth.

The same is true with compact fluorescent lamps. If you want plant lights, you will need to buy plant lights.

Keep in mind that light bulbs are highly commoditized. That means that manufacturers aim for the absolutely lowest production cost because they know that the market is highly competitive and will force prices to the lowest possible level. They aren’t about to spend on the specialized phosphors required for ‘plant lights’ when producing general purpose lamps for that commodity market.
