I have used newsprint, old engineering/architectural drawings, outdated road & navigation maps. Old boxes works too, if you can flip them inside-out.
Using shopping bags as gift bags works well for close friends, since the gift inside will typically NOT be from the place advertised on the BAG, and they’ll be pleasantly surprised.
I’m not a tailor, but I would think a gift sack would be nice if you have the skills.
Basically, reuse whatever you can get your hands on.
