What is the green or black material called which make up older chalkboards in school? I assume it’s some kind of synthetic material.

Porcelain-enamelled steel. In other words, they are a combination of ceramics and metal.
At first, I was going to say slate, as this was the original natural stone material that early chalkboards were made of, but then realized that “old fashioned” didn’t mean THAT old-fashioned.
