There are a lot of factors to consider when figuring this out.
A couple are:
Distance from the vest
Strength of the charge (how much powder is in the round)
Semi-Auto (or full) or Bolt-Action
Build of the Vest
Location of stopper plates
A .223 bolt action with a 150 grain load fired from a short distance (<20 yards) will probably go through a bullet proof vest without ceramic or steel plates, but if it is strengthened in any way it might not.
It all depends. I couldn't find any technical data offhand.
Edit:
Many apologies for the 150 gr. I had .270 powder loads on the brain. I was meaning a 75 grain, which is an above average charge, with .223's typically being around 50 grain.
